It's hard-coded in the game to reduce the amount of available steering angle as the speed of the car increases. Try checking the advanced controls in the Forza settings and check Thrustmaster Software Settings: I set mine to 360 degrees. At 900, I'm constantly spinning the wheel around back and forth like crazy. 360 seems good. Auto-Center at 40% to override game settings because game settings are useless(at least with my wheel).
